An HOA, or homeowners association, is a self-governing organization in “common-interest” communities where homeowners collectively pay fees to maintain the units or neighborhood. HOAs are typically run by resident homeowners, unpaid volunteers who are elected to a board of directors that oversees the HOA’s management.
Properties within an HOA are governed by a collective set of rules and bylaws that are enforced by the association. Each property owner is required to pay HOA fees that cover use and maintenance of common areas. These areas can include swimming pools, parks, parking lots and roads, as well as communal lawn maintenance and landscaping.
Our HOA’s formal name is the Woodmere Homes Condominium Association. We are a very small HOA, consisting of 15 homes. Every homeowner owns 1/15th of the HOA property. That includes:
The driveway
Each unit’s driveway
Every building exterior (vinyl siding, the roofs, etc)
Each front balcony and rear deck
The fences
The pipes underneath the cement
What does owning 1/15th mean? Essentially if anything needs repair, every homeowner is financially responsible for paying 1/15th of the cost to repair the element. In many cases, your monthly fees cover most things. However occasionally a project may be so expensive or urgent that your board of directors may decide to do what is called a “special assessment”. To do this, the board of directors must get estimates for the repair from at least 3 licensed contractors. The board will chose which company will do the work, then split the bill between all 15 homeowners. A special assessment can be done for repairs of all units, just one unit, or a common element like the driveway.
Your HOA’s most important responsibility is our shared water bill. Our complex has 1 water meter for all 15 units. 50% of your monthly fees go towards the water bill. The other 50% goes towards building up the reserves (the HOA’s savings account), general upkeep and management (like our Quickbooks subscription so you can pay your fees online!), and miscellaneous expenses (like landscaping projects).
